Environmental Studies

Section 12(1) of the Pakistan Environmental Protection Act, 1997, states that no project involving any change in the physical environment can be undertaken unless an Initial Environmental Examination or an Environmental Impact Assessment is conducted, and approval is received from the federal or relevant provincial Environmental Protection Agency. Section 12(6) of the Act states that this provision is applicable only to such categories of projects as may be prescribed under the law or regulations made thereunder. Violations of Section 12 are covered under Section 17 of the Act, which prescribes a fine extending to one million rupees, and in the case of a continuing contravention or failure, with an additional fine which may extend to one hundred thousand rupees for every day during which such contravention or failure continues.

Schedules I and II of the Pakistan Environmental Protection Agency Review of Initial Environmental Examination and Environmental Impact Assessment Regulations, 2000 provide lists of projects that require an Initial Environmental Examination, or as the case may be, an Environmental Impact Assessment. Projects that stand completed without compliance of the provisions of Section 12 of the Pakistan Environmental Protection Act, 1997, must have an Environmental Audit carried out in conjunction with an Initial Environmental Examination or an Environmental Impact Assessment

QPCorp carries out the environmental studies through a team of highly-qualified specialists. An Initial Environmental Examination normally takes a maximum of four weeks whereas an Environmental Impact Assessment can take a minimum of four weeks. The Pakistan Environmental Protection Agency Review of Initial Environmental Examination and Environmental Impact Assessment Regulations, 2000 provide a time-frame that has to be abided, under normal circumstances, by the Environmental Protection Agency to accord environmental approval in respect of projects submitting an Initial Environmental Examination or an Environmental Impact Assessment. Time allowed to the Environmental Protection Agency for the review of the environmental study and award of environmental approval, or denial thereof, is a minimum of ninety days for an Initial Environmental Examination and one hundred and twenty days for an Environmental Impact Assessment, which also includes publication of public notices followed by public hearing(s).
